to transfer people up north and down south of the city, and when we call ourselves a city as a transit first city there is no better example than that than what is reflected in the plans for the central subway. this project is a vital enhancement of our public transportation system. it's going to significantly improve the movement of tens of thousands of franciscans and if you were here this past weekend when people were predicting it would be jam san francisco instead of san francisco you knew that folks were educated because of the great leadership at our mta, our county transportation, all of our transit systems and were at the highest level of educating the visitors and others to use public transportation. it will work for all of us and as we build the housing units we identified in hunter's point and treasure island and welcome more people to our great city and we are growing as a result. we are going to have the greatest subway system that can connect to our bart, to our caltrans, to up and down our muni lines. this central subway will be a great success. it will connect to some o
, our city's leadership feels the same way. we are today opening the world's first network of shared electric scooters that you can activate with your smart phone and your phone, it's not just a key to the scooters, it's really a key to the city, it brings everything in the city closer to you, it opens up new neighborhoods that you may not have gone to before and it makes the places you get to every day more fun to get to. for those of us who ride, life before scoot is sort of like life before mobile phones, once you have a short-cut to anywhere in the city in your pocket, you don't really want to go back, so we give you scoot, the world's first network of shared electric scooters and the perfect mode of transportation for the city that leads the world in what's coming next. thank you. . the first is the drafting of a request for the city attorney to work with my office on reassessing the public notice requirements for building permits issued in areas pdr zoned 1b. this zoning category was specifically designed during the eastern neighborhood process to designate buffer -- specific design during the process to designate buffer zones and heavy industrial uses and adjacent uses in the bay view. recognizing there is unique relationship in the areas and residential neighborhoods are directly across the street. unfortunately with the demolition of one portion of the property this weekend myself and my constituents discovered there is no public notifications in these zoning categories to alert folks to major demolition or construction work that is taking place immediately adjacent to them. i look forward to working with the planning department as well as the city attorney's office and the neighborhood to create this to address the buffer zones so they have the opportunity of opportunities taking place. the second item that i have today is in cosponsorship with mayor l

francisco responsible for implementing the city's transit first policy. in order to implement that policy, there's two key things we need, we need strong leadership and innovation and what we're seeing today is the manifestation of just that in san francisco. what we need to do as the government and the transportation agency is make sure there are good choices available to people in terms of how they get around san francisco. we want people to feel like they don't need to get in their car, they don't want to get in their car, maybe like supervisor chiu and i, they don't own a car because there are other good options for them to get around san francisco and there are ways they can get around that aren't going to clog our streets with traffic or fill our air with pollution, and i think scoot represents just one of those options and we're very happy to welcome them to san francisco, we're happy to do our small part in facilitating their launch here, i want to thank our director of off street parking manages all the mta parking garages and lots, we want to be through the management of those

to achieve. i will say partially disagree. finding number 27, a department first perspective, not the city wide perspective, intended in the administrative code has resulted in lack of coordination and communication between the departments and for this i would state agreed. the fact that these projects have taken so long to take forward is the attitude that perminates city agencies. next i also agree and it's difficult to move departments in the same direction. 29, department heads and cio's don't grant the authority for them in the administrative code as governing their own plans and actions. for this i agree. finding 30. neither coit or the cio believe in their ability to enforce these policies and initiatives and i patiently agree with that statement. while coit likes to behave they have the authority to enforce policies and initiatives because it's a diffused body there is no one to hold them accountable. the last finding there is no secure or immediate consequences for departments failing to implement in city wide initiatives and meet time lines for compleetion. i agree. there
to start a new business, which was this suites business, the first brand as city suites and late on when the building went into receivership, the receiver started another business, an urban suites collection, which mr. hammond from the golden gateway was talking about the hotelization and that is what has gone on with half the units in the building. we have half regular tenants and half corporate suites. those apartments -- as along as this business model is profitable for these owners, those apartments will never be available to regular middle-class renters to live in the neighborhood that we really enjoy living in. so that is our problem. >> lana backet. i think there is a way of correcting this and we would like to talk with your office about an amendment that would define "corporate suites." make it illegal for them to be in buildings occupied by permanent residents for more than 30 days, less than 90 days. or that they don't offer a year lease. so we would love to continue this dialogue with your office. and that is what we have to say. thank you. >> thank you very much and i h
